1. Setting a formal target of 5% of trips in Auckland to be by bicycle within 5 years
2. Encouraging cycling for transport via aspirationally focused campaigns

3. Creating equality in infrastructure provision, decision making and resourcing for all street users
4. Rapidly developing an extensive network of physically separated cycle paths

5. Legalising slow pedestrian priority pavement cycling where insufficient cycling infrastructure exists
6. Reclassifying bicycles as non-vehicular, and reforming intersection rules to favour vulnerable road users
