New Zealand has a madatory helmet law
Of course, you are still free to choose whether or not you wear a helmet but you need to factor a potential $55 helmet infringement fine into your decision making.
Cycling in Auckland does not support the mandatory helmet law.

The compulsory helmet law only applies to Bicycles, you are not required to wear a helmet whilst riding a tricycle or a unicyle
I can legally choose to engage in many life threatening activities without safety equipment but not the life enhancing activity of cycling – upside down thinking!
